Two TBA-backed bills clear the Texas Senate

3/21/2025

Two key bills from TBA’s Financial Fraud Legislative Package have passed the Texas Senate this week!

Senate Bill 1281, introduced by Senator Tan Parker, addresses mail-related check fraud, while Senate Bill 1451, sponsored by Senator Pete Flores, seeks to increase penalties for check theft. Both bills passed the Senate with a strong bipartisan vote of 29-2. These early victories are particularly significant in a session where over 3,000 bills have been filed in the Senate, demonstrating meaningful progress in our efforts to protect Texas banks and their customers.

The significant support in the Senate highlights an important reality: lawmakers are increasingly aware of the rising issue of check fraud and are prepared to take action. Our next step will be to concentrate on advancing these two bills through the Texas House, along with our complete legislative package aimed at combating fraud and our bill that supports the Financial Crimes Intelligence Center (FCIC).
